Boarding a dog from an HDB flat

Two rules collide there: HDB allows only one dog per flat, and commercial boarding requires an AVS licence. The two rules that meet here
- HDB: under the Housing & Development (Animals) Rules 2024, an HDB flat may keep one dog of an approved small breed (and up to two cats). More on HDB-approved dogs.
- AVS: commercial pet boarding requires a licence. Licensed premises must meet layout, ventilation, quarantine and exercise standards and pass inspection — see is your boarder AVS-licensed.
Put those together and the tension is obvious: a flat allowed one dog is a difficult place to legitimately run a business taking in other people’s dogs.
The honest position: home-based boarding out of an HDB flat sits in a licensing grey zone. Commercial boarding needs an AVS licence, and HDB has not published a clear position on running a home boarding business from a flat — confirm it with HDB directly. We do not encourage unlicensed operation.
