HDB-approved dogs: what you can keep in a flat
An HDB flat allows one approved small-breed dog. Here is what the rules say, where the official breed list lives, and what changed in 2024.

How many pets an HDB flat allows
The current position sits under the Housing & Development (Animals) Rules 2024. Per HDB flat you may keep:
- One dog of an approved small breed.
- Up to two cats — a change introduced in 2024. Cats were previously not officially permitted in HDB flats.
Private property is treated differently: you may keep up to three dogs, subject to conditions, and the approved small-breed list does not bind you. The full ownership limits are set out on the AVS limits of ownership page.
The 2024 shift in one line: HDB now recognises up to two cats per flat alongside one approved small-breed dog — a meaningful change for cat owners who previously kept them unofficially.

The approved small-breed list
NParks maintains the official list of dog breeds approved for HDB residential flats. It is built around small breeds — typically within a weight and height guideline — so that dogs suited to flat living are the ones permitted in the denser HDB environment.
We deliberately do not republish the full list here. An out-of-date copy is worse than no copy, and the authoritative version can change.
